Japan’s BESS Market Is Scaling Up: Tokyo Gas Targets 2GW of Battery Storage

Japan’s battery energy storage market is entering a new stage of large-scale development.
Tokyo Gas has signed a 20-year offtake agreement for a 49.7MW/202.1MWh BESS project in Fukushima, further highlighting the growing role of long-term commercial models for grid-scale battery storage in Japan.
The company has also increased its battery storage ambition, raising its target from 1GW to 2GW of operational battery storage capacity by the early 2030s. Its strategy includes developing its own BESS projects, entering long-term offtake agreements with third-party projects, and providing storage optimization services.
At the same time, international developers are expanding their presence in Japan. Eku Energy’s 30MW/120MWh Hirohara BESS in Miyazaki has entered the commissioning phase and is expected to achieve commercial operation in January 2027.
These developments point to a broader shift in the energy storage market — from simply deploying batteries to building large-scale, market-connected energy storage assets that can support grid flexibility and participate in electricity markets.
